This section explores the beginning of SWAN and significant changes to the program over the years. History of SWAN includes the values that guide SWAN’s role in achieving its mission, as well as the responsibilities of the Pennsylvania Department of Human Services SWAN DHS, prime contractor and affiliates. This section of the toolkit discusses the use of the seven SWAN units of service combined with information from the Child Welfare Practice Model and Pennsylvania Dependency Benchbook to demonstrate how SWAN delivers quality services to children and families with a focus on safety, permanency and well-being. Additionally, information is included on the hierarchy of permanency, statistics of children in care and interstate compact.
