Openness in Adoption and Act 101 of 2010

This section of the SWAN Permanency Toolkit discusses the history of openness in adoption and Act 101 of 2010.  Act 101 amended the Adoption Act to provide the option for adoptive parents and birth relatives to enter into an enforceable voluntary agreement for ongoing communication or contact between the child and the birth relative(s) or between the adoptive parent and the birth relative(s).

Additionally, Act 101 expanded the Adoption Medical History Record to include social history information about adoptees and their birth families. This record is now known as the Pennsylvania Adoption Information Registry (PAIR). The act further defined who could register and access information from adoption records and required authorized representatives to be appointed to conduct searches for requested information.
